Abstract: Vanuatu & Australia discussed labor mobility, SWP worker conditions & expansion to construction. Vanuatu is reforming labor laws.

Vanuatu's Minister of Internal Affairs, Andrew Solomon Napuat, met with Australia's Minister for Employment and Workplace Relations, Murray Watt, on Wednesday to discuss important issues related to labor mobility. The meeting aimed to strengthen communication and collaboration between the two countries in labor cooperation. This collaborative effort highlights the importance of international partnerships in addressing labor-related challenges.

The talks focused on the working conditions of Seasonal Worker Programme (SWP) participants and the challenges faced by workers who leave the program. Both sides agreed on the need to work together to improve the shortcomings of the existing program and protect workers' rights. Improving these conditions is essential for ensuring fair treatment and positive outcomes for all participants involved.

Minister Napuat stated that the governments of Vanuatu and Australia will communicate as soon as possible to identify the best solutions to address these issues. He emphasized that implementing relevant mechanisms is crucial to strengthening the Seasonal Worker Programme and achieving mutual benefits for both countries. Minister Napuat also expressed Vanuatu's hope that the program will continue and be expanded to other industries such as construction, signifying the potential for further growth and diversification.

Minister Watt responded that Australia has not yet considered extending the existing program to other industries, but he welcomed the opportunity to discuss and explore this possibility. He stated that Australia is willing to listen to Vanuatu's opinions and jointly seek new avenues for cooperation. This open approach to dialogue indicates a willingness to consider new ideas and adapt to evolving needs.

Minister Napuat also mentioned that the Vanuatu government launched the National Labour Mobility Policy last year. He informed Minister Watt that the Department of Labour under the Ministry of Internal Affairs has begun reforming and reviewing regulations and legislation to address key issues in the policy. Furthermore, Minister Napuat confirmed that he has signed the relevant documents, and the Council of Ministers (COM) has approved the policy direction to repeal the Seasonal Employment Act. This move will pave the way for new labor migration legislation, aimed at improving the government's ability to effectively manage labor migration and enhance overall governance in this sector.
