His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, accompanied by His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister and Minister of Finance, separately met with the President of Poland, Andrzej Duda, and His Highness Sheikh Ahmed Abdullah Al-Ahmed Al-Sabah, the Prime Minister of Kuwait, on the sidelines of the World Governments Summit (WGS) 2025. This year's summit, themed "Shaping Future Governments," commenced on Tuesday, highlighting its global significance.
During his keynote address at the World Governments Summit 2025, Polish President Duda emphasized the similarities between the UAE and Poland in terms of values and modern history, asserting that cooperation is crucial for ensuring interconnectedness and collective prosperity. He believes that shared progress can be achieved through collaboration, contributing to global stability and offering avenues for mutual advancement.
The meeting with President Duda addressed bilateral relations and economic cooperation between the UAE and Poland. The leaders explored opportunities to strengthen ties, with Poland's participation in the 2025 World Governments Summit providing a chance to advance global government partnerships and promote the exchange of expertise in government innovation. This meeting aimed to further solidify the strategic cooperative relationship between the two nations and establish a foundation for future development directions.
His Highness Sheikh Mohammed bin Rashid Al Maktoum stated that the World Governments Summit is a vital global platform for promoting cooperation among nations in key areas, thereby shaping a better future for global society. His Highness reaffirmed the UAE's commitment to sharing its expertise in government modernization while drawing upon successful international experiences. This approach strengthens global partnerships, supports efforts to address emerging challenges, and creates new opportunities for sustainable development and prosperity. He emphasized the summit's role in enabling countries to collectively explore solutions and contribute to global governance.
The Polish President commended the UAE's efforts to showcase global experiences and expertise through the World Governments Summit, which brings together government leaders from around the world to exchange ideas and knowledge. He lauded the summit's role in fostering constructive international cooperation. "The development of the UAE is remarkable. This rapid development is a common feature of Poland and the UAE. We are committed to strengthening cooperation with the UAE, as it is an influential and credible partner with an ever-rising vision," said President Duda.
President Duda reflected on the innovative approaches Poland has taken to economic growth since 1989. "Over the past three decades, we have achieved unprecedented GDP growth and continue to strengthen the political and economic foundations of our development." He noted that Poland has been able to achieve energy security through broad diversification of imported energy carriers and investment in its own nuclear power plants, ensuring a stable and reliable energy supply.
In highlighting progress in infrastructure, transportation, and connectivity, President Duda stated, "We cannot also ignore the advantageous geographical location of our country – at the crossroads of the main East-West and North-South transport routes in Europe. The planned Central Communication Port will highlight this, a huge hub consisting of an international airport and a junction of railway and highway routes covering almost the entire territory of Poland."
President Duda added, "Soon, the Port of Świnoujście will become another Polish seaport equipped with a container terminal and well-connected to our land transport network. Investments like highways and railways are a breakthrough in connecting Europe from North to South with functional transport infrastructure. It should provide better connections to trade routes with Africa and the Middle East." He also recalled the "Three Seas Initiative" launched to promote infrastructure and economic cooperation between the Baltic, Adriatic, and Black Sea regions. This platform brings together 13 Central European countries with over 100 million consumers and is projected to see a 35% increase in GDP by 2030.
"Our vision goes far beyond Europe. I am pleased to say that our countries and regions share a lot in terms of modern history and values. I hope that we will continue to achieve mutual benefits through hard work and visionary leadership," he stated, highlighting the potential for continued collaboration.
Furthermore, during Sheikh Mohammed's meeting with the Prime Minister of Kuwait, officials discussed the deep-rooted bilateral relations and emphasized the ongoing cooperation between the UAE and Kuwait in various fields. His Highness Sheikh Mohammed bin Rashid Al Maktoum welcomed the Kuwaiti Prime Minister, who delivered a keynote speech on the first day of the summit, reaffirming the strong bond between the two nations.

The 2025 World Governments Summit, running until February 13, brings together more than 30 heads of state and government, over 80 international and regional organizations, and 140 government delegations. Its agenda includes 21 global forums exploring major future trends and transformations, over 200 interactive sessions, over 300 prominent speakers – including presidents, ministers, experts, thought leaders, and decision-makers – and over 30 ministerial meetings and roundtables with the participation of over 400 ministers. The summit will also release 30 strategic reports in collaboration with international knowledge partners, providing valuable insights and recommendations.
