According to state media reports, the inaugural Global Government Regulatory Forum was officially launched during the 2025 World Government Summit in Dubai. Numerous ministers, government officials, academics, and regulatory experts attended the forum.
The regulatory forum aims to provide a comprehensive platform to showcase the best and latest working models related to regulation development and assessing its impact on various industries.
In her opening address at the forum, Her Excellency Mariam Al Hammadi, Minister of State and Secretary-General of the UAE Cabinet, emphasized the critical role of regulations in government work. She also highlighted the importance of continuous development and updating of legislative systems, showcasing some of the significant milestones the UAE has achieved in modernizing its legislative system over the past four years. The report added that this explains the UAE's leading position in global government regulations and public policy development and updating.
In his keynote speech at the forum, His Excellency Syed Rifhat Ahmed, Chief Justice of the People's Republic of Bangladesh, explored the future of government regulations and the impact of artificial intelligence on countries' efforts and projects to support technological change. He also discussed Bangladesh's experience in adopting various regulatory models.
The Global Government Regulatory Forum lasted one day and included four sessions. The first session of the forum was "Can Legal Systems Be Both Flexible and Sustainable?" His Excellency Abdullah bin Awad Al Nuaimi, Minister of Justice of the UAE, and His Excellency Dr. Umed Sabah Othman, Head of the Council of Ministers of the Kurdistan Regional Government of Iraq, attended the session.
The two Excellencies explored innovative legal systems, such as mixed legal systems that rely on both common law and civil law, and countries that apply civil law and are influenced by some of the influences and tools of common law.
The second session of the Global Government Regulatory Forum was "Regulatory Sandboxes: A Pillar of Innovation and Shaping the Future of Legislation," which explored the importance of experimental funds in empowering governments and accelerating legislative modernization and development projects to keep pace with change, especially in the fields of modern technology, artificial intelligence, and financial technology, and the role of regulatory sandboxes as dynamic tools in enhancing innovation and managing risks in rapidly developing fields such as fintech, healthtech, artificial intelligence, and sustainable development.
The third session of the forum discussed "Artificial Intelligence: Between Caution and Impulsivity," with the participation of His Excellency Professor Blade Nzimande, Minister of Science, Technology and Innovation of the Republic of South Africa, and His Excellency Max Cruz, Chairman of the National Human Rights Institution of the UAE.
The fourth and final session of the forum focused on "Regulatory Impact Assessment: A Core Approach to Improving Legislative Efficiency," highlighting models for measuring the impact of regulations on various target industries. Scott Jacobs, Senior Expert and Managing Director of Legislative Regulation at Jacobs, Cordova & Associates, and Daniel Trnka, Deputy Director of the Organisation for Economic Co-operation and Development (OECD), shared their experience and models in developing and evaluating regulations, as well as the goals that governments will achieve after applying the best Regulatory Impact Assessment (RIA) models, and the contribution of such models to improving the efficiency of the legislative ecosystem.
