Focus is rubbish collection, not maintenance: PVCC Waste Manager

Abstract: Port Vila's Waste Management focuses on collection/disposal, not all waste issues. Funding limits hinder services. Public littering is a concern; cleanup planned.

Jason Andrews, the Waste Management Manager at the Port Vila City Council (PVCC), aims to clarify that the department's primary focus is on garbage collection and proper waste disposal. He emphasized that there are misunderstandings among the public regarding the department's scope of responsibilities, necessitating clarification. This clarification is crucial for the public to understand the department's role within the city's infrastructure.

Manager Andrews explained, "Many people believe that the department is responsible for handling all waste management issues, including maintenance work, but in reality, our responsibilities are limited to the collection of surface waste and the management of landfills." He further noted that maintenance responsibilities should be shared between the Waste Management Department and the Public Works Department. This shared responsibility would ensure a more comprehensive approach to waste management.

He added, "While the Public Works Department is responsible for cleaning drains and sidewalks, the Waste Management Department supports these efforts by removing surface waste." Manager Andrews stressed that proper maintenance and cleaning of drainage systems remain a crucial priority. However, funding limitations continue to hinder the department's ability to enhance its services. Overcoming these limitations is key to improving the overall effectiveness of the department.

Manager Andrews pointed out that the main challenge facing the department is the lack of sufficient financial support. He stated, "The Public Works Department has access to government grants, while the Waste Management Department relies entirely on property tax revenue." He also said, "Given the scale of the work required, our budget is significantly inadequate. Funding constraints also limit the department's ability to acquire more resources and improve operations." Addressing this funding disparity is essential for the Waste Management Department to fulfill its duties effectively.

Manager Andrews emphasized the importance of public responsibility, urging citizens to stop littering in inappropriate places. He said, "Another key issue is public behavior, as people often litter in the wrong places." He believes that there is a need to raise public awareness and responsibility to help maintain a clean environment. He also mentioned that poor yard maintenance by some households is also causing concern, particularly when individuals neglect their yards and roadsides and refuse to clean them. Currently, the City Council is discussing launching a large-scale cleanup campaign throughout Port Vila. This campaign aims to address both public behavior and environmental cleanliness issues.
